Do I need a chimney liner?
Updated
Short answer
Part of Chimney Liners and Relining.
A liner is the lining inside the chimney that carries smoke or exhaust up and out. Older masonry chimneys usually have clay tile. Whether to replace or add a liner is decided by what the camera shows and what you plan to burn. The chimney liner service page covers the work itself.
The reasons to reline
- A cracked, missing or shifted liner. A Level 2 inspection finds these with a video scan. It is the main reason.
- A new or different appliance. CSIA recommends a Level 2 when a dissimilar appliance replaces the old one: different fuel, efficiency or type. A new furnace, water heater, stove or gas insert qualifies.
- A wood stove or insert going into a masonry chimney. The installer decides whether the existing flue suits it. HomeGuide notes that a stove into an existing masonry chimney is priced separately; see the stove and insert page.
- After a chimney fire. CSIA recommends a Level 2 afterward, and a liner may be part of the repair. See the fire guide.
- Before relining, the inspection. CSIA recommends a Level 2 before relining too, so the scan comes first either way.
CSIA on Level 2
“A Level Two inspection is recommended when the conditions of use are changing, such as adding a new appliance, or replacing an existing appliance with a dissimilar one (different fuel, efficiency or type)”
The reasons you may not need one
A liner that the camera shows is intact, matched to the appliance and in good order does not need replacing. The answer comes from the inspection, not from the age of the house. A salesperson who says every old chimney needs a liner without a scan has not earned your money. Ask for the video.
Why Rockford homes come up
22.4% of Rockford homes were built before 1940 and 46.5% before 1960 (Census ACS, 2020 to 2024). 83.5% of county homes heat with gas, so the liner often serves a furnace or water heater, not a wood fire. Rockford's Property Standards and Loves Park's property maintenance amendment both require fuel-burning appliances to connect to an approved chimney or vent. A flue that is not sound is one that has not met that. The furnace and water heater guide goes into the gas side.
Liner types and national prices
No cost guide publishes a Rockford price. Angi puts a chimney liner at $1,500 to $5,000 (Angi, chimney liner cost, national, updated September 21, 2026), with labor $400 to $1,250. HomeGuide gives $1,500 to $4,000 (HomeGuide, chimney liner cost, national, updated February 9, 2026). By type, HomeGuide lists a stainless steel reline at $900 to $3,800 (HomeGuide, chimney liner cost, national, updated February 9, 2026) and a clay or cast-in-place liner at $2,000 to $7,000 (HomeGuide, chimney liner cost, national, updated February 9, 2026). The three main types:
- Stainless steel: a metal liner fitted down the existing flue. The cheapest range of the types HomeGuide lists.
- Clay tile: the traditional liner in older masonry chimneys.
- Cast-in-place: a lining poured inside the flue. HomeGuide groups it with clay in its price.
Which type suits which appliance is the installer's call, and we found no local rule that prescribes one. Every range, with its source and date, is on the chimney cost page.
Permits and the contract
Rockford's permit page does not list chimney work as exempt or as needing a permit. Installing or replacing a heating appliance needs a mechanical permit. Call Construction and Development Services at (779) 348-7158 before treating a new liner as permit-free. In Loves Park call the Building Department at (815) 654-5033. Winnebago County says it is unlawful to alter a structure without a permit; call the Building Division at (815) 319-4350 first. A liner job over $1,000 needs a signed written contract under the Home Repair and Remodeling Act, which names chimney liners, and the contractor must provide the state consumer rights pamphlet. Quick answers
How do I know if my chimney needs a new liner?
A Level 2 inspection with a video scan shows cracks, gaps or missing sections. CSIA also recommends the scan when an appliance changes. National liner prices are on the cost page.
Do I need a liner for a wood stove?
Often the installer will recommend one, but it depends on the stove and the existing flue. CSIA treats a new or dissimilar appliance as a reason for a Level 2 inspection first.
How much does a chimney liner cost?
National guides range from about $1,500 to $5,000 for a liner of any type, with stainless and clay priced separately. No guide gives a Rockford price. See the cost page for sources and dates.
Does a gas furnace need a chimney liner?
Rockford and Loves Park require fuel-burning appliances to connect to an approved chimney or vent. In an old masonry chimney that often means a sound liner. The inspection decides.
Is a permit needed to install a chimney liner in Rockford?
Rockford's pages do not name chimney relining either way, though a new appliance needs a mechanical permit. Call Construction and Development Services at (779) 348-7158 before assuming none is needed.
